Housing Element

The Housing Element is one of the seven required elements of a General Plan by State law. Unlike the other general plan elements, the Housing Element is required to be updated every five to six years.

The Housing Element is also subject to detailed statutory requirements and mandatory review by a State agency, the California Department of Housing and Community Development (HCD). This reflects the statutory recognition that housing is a matter of statewide importance and cooperation between government and the private sector is critical to attainment of the State's housing goals. The availability of an adequate supply of housing affordable to workers, families, and seniors is critical to the State’s long-term economic competitiveness and the quality of life for all Californians.

Housing Element law requires local governments to adequately plan to meet their existing and projected housing needs including their share of the regional housing need. Housing Element law is the State’s primary market-based strategy to increase housing supply, affordability and choice. The law recognizes that in order for the private sector to adequately address housing needs and demand, local governments must adopt land-use plans and regulatory schemes that provide opportunities for, and do not unduly constrain, housing development.

The County's Housing Element 2009-2014 is now available online. The Board of Supervisors adopted the Housing Element on March 23, 2010 and amended the Element on May 8, 2012. The State Department of Housing and Community Development (HCD) subsequently certified the Housing Element as complying with housing element law.

 

Public Participation

Public participation was an integral part of the Housing Element update process. Tulare County held meetings and community outreach programs in an effort to achieve participation of all economic segments of the community in the development and adoption of the Housing Element update.


Water and sewer Service Priority for Affordable Housing

With the passage of SB 1087, all local jurisdictions are required to provide a copy of their adopted Housing Element to all water and sewer providers that serve the jurisdiction.The State law also requires that water and sewer providers prepare policies and procedures for granting priority for services to proposed developments that include housing units affordable to lower-income households.To learn more about SB 1087, click here to read a memorandum from the California Department of Housing and Community Development.To read the letter sent from the Planning Branch of the Resource Management Agency notifying water and sewer providers of this requirement, click here.
